The scheme is open to Farmer Producer Organisations (FPOs), entrepreneurs, individual applicants and registered institutions.

Proposed processing units must have a capacity of 100–200 kilograms per hour. Applicants must contribute at least 15% of the project cost from their own resources and obtain bank financing.

Financial support primarily covers the purchase of eligible processing machinery. Land acquisition, electricity connections, staffing and operational expenses are excluded.

Beneficiaries must purchase machinery through vendors listed on the OFMAS portal and maintain their processing units at the designated premises for at least three years.

Applications opened on 8 September 2026 through the Bihar Agriculture Department's farm mechanisation portal and the Bihar Agriculture App.

By encouraging processing facilities closer to millet-producing areas, the programme could help farmers access local markets, support rural enterprises and expand the availability of processed millet products.
